- An emergency kit should generally contain drinking water, dry food, a first-aid box, essential medicines, a torch, spare batteries, a battery-powered radio, a whistle, masks, sanitation items, identity documents, and basic tools.
- Early-warning systems are effective only when warnings reach people clearly and people understand and follow the required protective action. Communication during disasters should be quick, accurate, simple, accessible, and coordinated. Rumours and unverified information must not be spread.
- Appropriate protective action varies according to the hazard:
- First-aid priorities include ensuring personal safety, checking responsiveness and breathing, calling for medical help, controlling severe bleeding, supporting breathing, treating shock, and avoiding unnecessary movement of injured persons.
- Effective disaster management is a shared responsibility involving individuals, families, schools, communities, local authorities, government agencies, voluntary organizations, and the armed forces when required. Community participation increases local capacity because residents understand local hazards, resources, routes, and vulnerable groups.
- A successful response depends on leadership, discipline, teamwork, proper communication, accurate information, rapid assessment, and efficient use of available resources. The Incident Command System supports these requirements by allocating authority, responsibilities, communication channels, and resources during emergency operations.
- Special attention should be given to children, older persons, persons with disabilities, pregnant women, injured people, and individuals needing medical or psychological support.
- Development planning should incorporate disaster-risk reduction so that buildings, roads, communication systems, and public services are safer and more resilient.
- The Sendai Framework for Disaster Risk Reduction, adopted for 2015–2030, emphasizes understanding disaster risk, strengthening disaster-risk governance, investing in resilience, and improving preparedness for effective response and recovery.
- India's Disaster Management Act, enacted in 2005, provides the legal framework for disaster-management institutions and coordinated action. The National Disaster Management Authority is the apex body for laying down disaster-management policies, plans, and guidelines in India. The National Disaster Response Force is a specialized force that supports search, rescue, relief, and response during major disasters.
- NCC cadets can support civil authorities through discipline, leadership, community awareness, communication, traffic and crowd management, first aid, evacuation, rescue assistance, relief distribution, and rehabilitation activities. However, they should not enter unsafe structures, handle hazardous substances, perform advanced rescue without training, or replace professional emergency personnel.
- The safety of responders and volunteers must come first. Assistance should be provided only within the individual's training and under the direction of competent authorities.
- Every disaster should be followed by review and learning so that weaknesses are corrected and future preparedness improves. Disaster management is therefore a community-based process of continuous planning, action, evaluation, and adaptation.
